Add provisional_obi.tsv to CPONT

In order to include our new COA terms in CPONT while we are waiting for them to be accepted into OBI, pull the terms from our COA template for OBI spreadsheet and add them as a component in the CPONT pipeline. Once the terms have been added into OBI, this component will be removed (see #62 (closed)).
