Set up w3id's for CPONT

We will use https://w3id.org/ for our permanent, resolvable identifiers. They work very similar to PURLs.

To start, we need a basic service that redirects https://w3id.org/cpont to https://gitlab.c-path.org/c-pathontology/critical-path-ontology/ that we can use to resolve to the ontology home page.

Before we can set up resolution for individual terms, we will need hosting for the ontology.
